Building a Secure Warehouse for CTPAT Compliance

In today’s global trade world, having a secure warehouse is not just about keeping your cargo/inventory safe, it’s a major part of staying Customs Trade Partnership Against Terrorism (CTPAT) compliant. Having a well secured warehouse not only protects your supply chain from potential threats, but also boosts your credibility with Customs and Border Protection (CBP). Anywhere from perimeter and interior security access control to employee screening, there is a lot of work that goes into ensuring you have a CTPAT compliant warehouse. In this blog, we will break down the important steps to securing your warehouse to ensure that it is up to CTPAT compliance standards.

  1. Securing the Perimeter of the Warehouse:
    1. Installing secure fencing/gates around the facility is not a requirement, but highly recommended by CBP. If applicable, make sure you are doing quarterly inspections on these fences/gates to ensure they always remain in working order.
    2. Installing CCTV cameras to monitor activity inside and outside of your warehouse, is not a requirement, but highly recommended by CBP. If applicable, make sure you are doing quarterly inspections on all CCTVs to ensure they always remain in working order.
    3. Installing alarms at all entrance points into the warehouse is not a requirement, but highly recommended by CBP. If applicable, make sure you are doing quarterly inspections on these alarms to ensure they always remain in working order.
    4. Using bright lighting around the warehouse to deter intruders from entering is not a requirement, but highly recommended by CBP.
    5. Limit access points and make sure all gates, doors and windows are locked at all time.
  2. Controlling Access to the Warehouse:
    1. Ensure all employees entering the warehouse can only access via a key card, key fob, physical key, secure access code, etc.
    2. Ensure that your drivers & visitor(s) IDs are checked, they are documented on a Visitor Log, issued a Visitor ID Badge, and escorted throughout the facility. 
    3. Restrict access to sensitive areas, depending on job description.
  3. Employee Screening
    1. Conduct employee background checks on new hires.
    2. Provide annual security training to all employees that are involved in the cargo flow process.
    3. Ensure that you provide appropriate Emergency Contact Lists for employees so they can confidently report suspicious activity in the warehouse.
  4. Securing Cargo
    1. Ensure that the correct seals are being used on all containers that arrive/leave your warehouse.
    2. Store high value/hazardous cargo in a separate restricted area of the warehouse, away from regular cargo.
    3. Conduct container/truck & trailer inspections to ensure your cargo is safe while in transit.

At the end of the day, having a secure warehouse is very important if you are wanting to become CTPAT certified. There is more to it than fencing and cameras; its about ensuring your warehouse is a safe space for cargo. By locking down access, training your employees, and staying on top of warehouse security, you’re able to show your Business Partners and CBP that you take warehouse/supply chain security seriously.
